Definition
Expenditure in Australian dollars by specialised mental health services that cannot be directly related to programs operated by a particular organisation or service unit (that is, can only be indirectly related to a particular organisation or service unit). It refers to costs of administration and other support services (such as program management, admissions reception office, medical records etc.) at the mental health program-level (i.e. at state or territory, region or organisation level). Generally, these are resources that are specifically dedicated to the mental health program, are under the direct management control of the program and are funded by the program.
