The concept of level of education used is broadly consistent with the concept used in the ASCED which takes its meaning from the ISCED 1997, which states that “the notion of ‘levels’ of education is taken to be broadly related to gradations of learning experiences...”, and that “the level is related to the degree of complexity of the content of the programmes.” (UNESCO 1997, p.10).
