CODE 0 Child aged under 5 years (not applicable)
This metadata item is considered 'not applicable' to children under 5 because of the difficulty in assessing communication at early developmental stages. The Australian Bureau of Statistics (ABS) in the Survey of Disability, Ageing and Carers only asks questions about difficulty and assistance with communication for people aged 5 years and older. Hence, children aged 0-4 years should be coded as '0'.
